A Temporary Employment Agency (ETT) is a company that serves as an intermediary to find a job for a worker or, in parallel, a worker for an employer. Its legal regulation arises as a result of the regulations established in Convention 96 of the International Labor Organization approved in 1933 and modified in 1949, as the different countries have adopted it, the corresponding national legislations have been created. The concept of a temporary work agency was initially called in said agreement a "fee-paying employment agency" and defined "any person, company, institution, office or other organization" that served as an intermediary.
Temporary work agencies need to fulfill a series of requirements and an administrative authorization granted by the corresponding authorities in order for their activities to be legal, as well as to undergo periodic inspections and audits.
